    I think you may need to read the text to Moriana again,.

    Although aquatic language is used , the city is not below the waves, so be careful to fall into that trap. Rather, the language that Calvino uses refects the levels of details in the city this suggests ornate beauty, you could look at the dolphin stylised street lamps from the Embankment in London or the various fountains designed by Bernini in Rome as examples of how you can tackle the ornate nature of the city, Roccoco design could be evident and influential, look at alabaster and how it reacts to light, what is it commonly used for? Thes will lead to some interesting pathways.

    But, and this is a big but, Moriana is a city of contrasts, behind the ornate decadent facade lies a supporting structure which is rotten, decaying and depressing, ship wrecks could be a good reference point for this , avoid boat shapes however. Check out urban decay and urban exploration as search terms to get an inkling of what thie other sidde of the city can look like.
