There's an option to render in Arnold with motion blur, although this is destructive as you cannot undo it from the footage at a later time, once its rendered with motion blur it has motion blur until you render it again without it.
The pixel motion blur effect in Adobe After Effects can look similar if the speed is high but it's not entirely accurate.
Whilst Maya's Motion blur is based off vectors After Effects is based off pixels which makes it accurate, there's a third option which I am unable to do at the current time which is using another AOV, of motion vectors, the main reason I cannot use this is because I do not have the available software to do so.
Below is a video of the motion blur from After Effects and the one in Maya, both at normal speed then .5 speed and then .25 speed.
